| The Canadian Quarter Horse Association (CQHA) was
reactivated in Canada, by the Canadian AQHA Directors in 2001, with the
concurrence and support of the American Quarter Horse Association
(AQHA).
To avoid duplication of U.S. and Canadian
association efforts and costs to members, the CQHA Board of Directors
affirms that CQHA will continue to recognize and utilize:
- The AQHA’s Stud Books and Breed Registry as the CQHA’s official breed registry,
- The AQHA’s Official Handbook of Rules and Regulations, and
- The AQHA’s breed show and competition approval process.
The mandate of the CQHA, approved by its
interim Board of Directors at the AQHA Annual Convention held March 3,
2001 at New Orleans, LA, is as follows:
The CQHA shall exist to address issues of
concern to Canadian owners of American Quarter Horses; to be a
communications vehicle for and with Canadian owners of American Quarter
Horses; and to promote and market – both globally and within
Canada – Canadian-bred and/or Canadian-owned American Quarter
Horses.
In keeping with this mandate, the CQHA joined the
Breeds & Industry Division of Equine/Hippique Canada, formerly
known as the Canadian Equestrian Federation (CEF). Membership in
Equine Canada permits participation and a voice in the affairs
of Canada’s only national equine body recognized by the Canadian
government, in dealing with issues and legislation affecting horse
ownership. Some of these important issues are: taxation, manure
management, transportation, endangered species, animal welfare/cruelty;
a national identification system for horses; reportable infectious
diseases; access to riding trails; border crossing barriers; riparian
(water) rights; land management – municipal zoning –
relating to horse numbers; etc. Other benefits of belonging to
Equine Canada include potential access to significant Canadian
government grants for promoting and marketing Quarter Horses.
The AQHA concurs that it is important Canadian
owners of American Quarter Horses be well-represented in dealing with
municipal, provincial and federal governments within Canada, a function
inappropriate for the AQHA, as an association of a foreign country.
As a result, the AQHA has made a commitment to
provide funds, through the corporate sponsorship program of MBNA
Canada, to pay annual affiliate membership fees to join the Industry
Division of Equine Canada for the 2001 to 2011 membership
years. An annual payment has been made by AQHA to the CQHA to
enable the enrolment of all Canadian AQHA members in the CQHA and
Equine Canada for the 2001 to 2011 membership years. The
current affiliate membership fee structure for joining the Industry
Division of Equine Canada is a maximum
of $6,500 per breed association.
The AQHA records database indicates there were 18,898 Canadian AQHA
members, including youth and amateurs, in 2011.
The enrolment of 18,898 members in CQHA
establishes the Canadian Quarter Horse association as the largest
equine breed association in Canada. CQHA represents the largest number
of registered horses, at 242,795, affiliated with the national equine
body, Equine Canada. Affiliate membership benefits include the right to
participate and vote in the affairs of the Industry
Division Assembly. To
